On Tuesday President Obama signed into law the latest continuing resolution (CR) to keep the government running while preventing a shutdown. Enactment of the CR will fund government operations through November 18, 2011 and is designed to buy enough time for Congress to finalize the 2012 appropriations process. With the overall fiscal year 2012 discretionary spending level already having been established in the Budget Control Act, there should be no repeat of the battle over the level of spending cuts from the last fiscal year. Since within the discretionary spending cap the two chambers have proposed different funding levels for a number of specific programs, those differences will need to be rectified. Once that occurs, it is likely that an omnibus appropriations bill encompassing most or all of discretionary spending will be the vehicle for passage through both chambers.
